GUI-BISSAU SCAM

COUNTRY DESCRIPTION: Guinea-Bissau is a small, developing country in Western Africa. The country underwent a civil war in 1998-99 that devastated the economy, tourist facilities and infrastructure in general are very limited.  The primary language is Portuguese.  The capital is Bissau.

BUSINESS FRAUD: Perpetrators of business fraud often target foreigners, including Americans. While such fraud schemes in the past have been largely associated with Nigeria, they are now prevalent throughout western Africa, including Guinea-Bissau.  The frauds pose a danger of both financial loss and physical harm. Recently, an increasing number of American citizens have been the targets of such scams.

Typically, these scam operations begin with an unsolicited communication (usually by e-mail) from an unknown individual who describes a situation that promises quick financial gain, often by assisting in the transfer of a large sum of money or valuables out of the country.  A series of "advance fees" must then be paid in order to conclude the transaction: for example, fees to open a bank account, or to pay certain taxes.  In fact, the final payoff does not exist; the purpose of the scam is simply to collect the advance fees.

Other scams include telecommunication fraud. Many people fall victim to extremely large phone bills that are actually charges incurred by a computer modem dialing an Internet service in Western Africa. Unsuspected persons may click on pop-ups or adult entertainment websites and their computer modem could re-dial to connect to an African Internet service via an expensive 900 number. When you receive your monthly phone bill, you will be surprised to see an item marked Gui-Bissau.

SOLUTION: Aaron’s Toll Call Restrictor can limit dialing sequences that start with a 1, 0, 411, 900 or even 976, or can also limit the number of digits allowed to be dialed. These restrictions can be over ridden by programming Aaron's Long Distance Dialing Blocker by using your phone and following our included instructions to allow specific area codes, prefixes or individual numbers to be called. Any combination of area codes, prefixes or individual numbers can be allowed. The Aaron TCR can optionally limit the length of a phone call to a programmable amount of time.
