Aaron has a proven answer to your dilemma!  Aaron’s Toll Call Restrictor (TCR) (over 40,000 sold) saves you time and improves employee productiveness by allowing employees to make short personal calls to deal with personal matters and then get their mind back on their job.  Simply install the Aaron TCR as easily as replacing a phone jack.  Here’s how it works: First, there is a call timer that you can set from 1 minute to 99 minutes.  When the employee call nears the time limit, 30 seconds in advance they hear a single tone as a reminder that their time is running out.  Then, 15 seconds prior to the time limit that you have set, there is a double tone heard.  If, at the time limit that you set, the employee is still on the line then the call is automatically terminated by the TCR. 

And, with the world famous TCR guarding the phone when the employee gains a dial tone there is no chance that any calls not allowed by you will ever get through!  You can choose to allow only local calls, or you can add 800 numbers (and 877 and 888 etc).  Or, if you are brave, you could choose to allow any calls except 976 numbers.  If you have a PBX and you want to restrict access to your inside lines only, then disallow even local calls.  Any combination that you can imagine!
